Strategy Playbook — example approach, not a client result. This page describes how we would set up Google Ads for a personal injury law firm. It is not a case study. Budget figures are hypothetical, and the benchmarks are public industry averages with sources linked.
Legal is one of the most expensive categories on Google, and personal injury is one of the most competitive parts of legal. In this auction, a loose account doesn’t just underperform. It can spend a month’s budget on job seekers, people researching their own case, and callers who already have a lawyer. Here is the account we would build to bring in signed cases rather than raw leads.
The challenges specific to personal injury
- Very expensive clicks. LocaliQ’s 2026 benchmarks put the average CPC for Attorneys & Legal Services at $9.87 (source). That figure covers all legal practice areas, and injury terms in big metro areas often cost more.
- Lead quality matters more than lead volume. A form fill from someone who doesn’t qualify (no injury, no liability, already represented, outside your state) costs as much as a real case.
- Most leads call. Intake runs on the phone, so call tracking and call outcomes are essential.
- Mixed intent. “Car accident” searches include people looking for police reports, insurance claims, news and towing.
- Compliance. Bar advertising rules differ by state. Words like “best” or “expert”, or anything that promises an outcome, can be restricted. Every claim must be approved by the firm.
Public benchmarks for legal (Google Search)
| Metric | Attorneys & Legal Services | Source |
|---|---|---|
| Avg. CPC | $9.87 | LocaliQ 2026 |
| Avg. CTR | 5.87% | LocaliQ 2026 |
| Avg. conversion rate | 5.55% | LocaliQ 2026 |
| Avg. cost per lead | $131.63 | LocaliQ 2026 |
| Avg. CPC (prior year) | $8.58 | WordStream 2025 |
These averages cover all legal practice areas, not only personal injury, and they are US-wide. Use them as a floor for planning, not a promise.
Campaign structure
| Campaign | Ad groups | Why |
|---|---|---|
| 1. Search – Car Accident | Car accident lawyer · Auto accident attorney · Rear-end / uninsured motorist | Usually the biggest volume driver in PI. |
| 2. Search – Truck & Motorcycle | Truck accident lawyer · 18-wheeler accident · Motorcycle accident attorney | Higher case values, so it gets its own budget. |
| 3. Search – General Personal Injury | Personal injury lawyer · Injury attorney near me · Free consultation injury lawyer | Broad, high-intent core terms. |
| 4. Search – Specific Injuries | Slip and fall lawyer · Dog bite lawyer · Wrongful death attorney · Workplace injury (if offered) | Captures niche, high-intent searches at lower competition. |
| 5. Search – Brand | Firm and attorney names | Protects you from competitors bidding on your name. |
We add a separate Spanish-language campaign only if the firm has Spanish-speaking intake staff. Local Services Ads (Google Screened) are worth running alongside, but they are managed separately.
Sample keyword list (with match types)
Car accident
- [car accident lawyer]
- [car accident lawyer near me]
- “car accident attorney” + city
- “auto accident lawyer”
- “uninsured motorist lawyer”
Truck & motorcycle
- [truck accident lawyer]
- “18 wheeler accident attorney”
- [motorcycle accident lawyer]
- “semi truck accident lawyer”
General PI
- [personal injury lawyer]
- [personal injury attorney near me]
- “injury lawyer free consultation”
- “no win no fee injury lawyer” (only if this complies with your state’s rules)
Specific injuries
- “slip and fall lawyer”
- “dog bite attorney”
- “wrongful death lawyer”
- “pedestrian accident lawyer”
We start with exact and phrase match only. In this auction, broad match without strong conversion data is the fastest way to waste money.
Negative keywords (starter list)
jobs, salary, paralegal, law school, LSAT, internship, hiring, become a lawyer, pro bono, free legal aid (test this one), report, police report, accident report, news, today, crash on I-, traffic, towing, body shop, insurance quote, rental car, DMV, settlement calculator (test this one), reddit, forms, template, criminal, DUI, divorce, family, immigration, bankruptcy, employment (unless the firm offers it), defense, medical malpractice (unless the firm offers it).
We would also use campaign-level negatives to keep truck searches in the truck campaign, and location exclusions for states where the firm isn’t licensed.
Sample responsive search ad (Car Accident)
Headlines:
- Car Accident Lawyer in {City}
- Free Case Review – Call Now
- No Fee Unless We Win*
- Speak to an Attorney Today
- Hurt in a Crash? Get Help
- Available 24/7 for Injuries
- Serving {City} & {County}
- Don’t Talk to the Insurer First
Descriptions:
- Injured in a car accident? Get a free, confidential case review from a local attorney.
- Call 24/7 or request a callback online. We handle the insurance company for you.
*Only use contingency, “24/7” or any other claim if it is true and permitted by your state bar. We never write case results, verdicts or ratings that the firm can’t document.
Landing page tips
- A dedicated page for each case type, with the headline matching the ad.
- A large tracked click-to-call button and a short intake form (name, phone, accident date, injured yes/no, short description).
- Qualifying questions that filter out leads you can’t take, such as accident date, state and whether they already have a lawyer.
- Only real trust signals: bar memberships, actual reviews and attorney bios. No made-up verdicts.
- Live chat or a callback promise with a realistic response time.
- Required disclaimers (“Attorney advertising”, “Prior results do not guarantee…”) where your state requires them.
Tracking setup
- Conversion actions for forms, calls from ads, and website calls (Google forwarding number), counting only calls of 90 seconds or longer.
- Offline conversion import from the intake CRM (Clio Grow, Lawmatics, Litify and so on) with stages: Lead → Qualified → Signed case. Bidding works toward qualified and signed cases, not raw calls.
- Enhanced conversions for leads.
- A weekly call-quality review together with intake for the first 60 days.
Budget scenario (hypothetical)
Hypothetical math, not a forecast or a client result. It uses public LocaliQ 2026 averages for all legal services. Personal injury CPCs in large metro areas are often higher.
- Monthly ad spend: $8,000
- Benchmark CPC $9.87 → about 810 clicks
- Benchmark CVR 5.55% → about 45 leads
- Implied cost per lead → about $178
- If 25% of leads qualify and 1 in 3 of those signs, that is about 4 signed cases, or roughly $2,000 per signed case.
For PI firms, the decision usually comes down to average fee per case versus cost per signed case, not CPL. At this spend level, management would fit our Google Ads Growth plan (pricing).
30/60/90 day plan
Days 1–30: Foundation
- Tracking setup and CRM stage mapping. Build the 5 campaigns with exact and phrase keywords, location geofence and ad schedule matched to intake hours.
- Manual CPC or Maximize Clicks with bid caps. Review search terms twice a week.
Days 31–60: Quality control
- Score every lead together with intake. Add negatives and cut case types that don’t qualify.
- Test landing page forms, comparing short and qualifying versions.
- Move to Maximize Conversions on qualified-lead goals once there is enough volume.
Days 61–90: Optimize toward signed cases
- tCPA based on qualified-lead value. Shift budget toward the best-converting case types.
- Consider value-based bidding once there is enough signed-case data.
- Monthly report on cost per qualified lead and cost per signed case.

FAQ
Why are personal injury clicks so expensive? One signed case can be worth a lot to a firm, so many firms bid aggressively. Public data puts the average for all legal services at about $9.87 per click (LocaliQ 2026), and PI terms are often higher.
How do I stop paying for unqualified leads? Use tight match types and a strong negative list, add qualifying questions to the form, and import offline conversions so Google optimizes toward signed cases instead of raw calls.
Can Google Ads mention “no win, no fee”? Often, yes, but advertising rules vary by state bar. Every claim must be accurate and approved by the firm.
Is this a real client case study? No. This is an example strategy that shows how we would approach the niche. Benchmarks come from public LocaliQ and WordStream data.
